DRAFT RESOLUTION OF THE COUNCIL CONCERNING THE CO-OPERATIVE ACTION PROGRAMME ON LOCAL ECONOMIC AND EMPLOYMENT DEVELOPMENT

THE COUNCIL,

   Having regard to the Convention on the Organisation for Economic Co-operation and Development of 14 December 1960;

   Having regard to the Rules of Procedure of the Organisation;

   Having regard to the Financial Regulations of the Organisation;

   Having regard to the Decision of the Council of 22 July 1982 concerning a Co-operative Action Programme on Local Initiatives for Employment Creation [C(82)99(Final) and C/M(82)18(Final), Item 169 (a) to (e)], renamed “Co-operative Action Programme on Local Economic and Employment Development” in 1993 [C(93)84 and C/M(93)15/PROV, Item 198], which was last renewed and revised in 2010 [C(2010)39 and C/M(2010)5, Item 66];

   Having Regard to the Resolution of the Council on Partnerships in OECD Bodies [C(2012)100/FINAL];

   Having regard to the proposed revision of the Co-operative Action Programme on Local Economic and Employment Development [C(2015)31];

DECIDES:

A.   The Co-operative Action Programme on Local Economic and Employment Development (hereinafter “the Programme”) is renewed as follows:

Mission

1.   The mission of the Programme is to contribute to the creation of more and better quality jobs through more effective policy implementation, innovative practices, stronger capacities and integrated strategies for local economic and employment development.

2.   Economic prosperity and social cohesion depend on the ability of our economies to generate sufficient, productive and sustainable employment, with possibilities for progression and accessibility for all. This requires a constant effort to seize opportunities offered by the global economy while capitalising on local assets. An integrated approach to local economic and employment development will be crucial, bringing together government, business and civil society. To strengthen this process, evidence-based guidance is needed, stemming from an international comparison of policies and practices across local areas in a wide range of policy and institutional contexts.

3.   Accordingly, the main objectives of the Programme are to:

-   improve the quality of public policy, implemented at the local level, through continuous monitoring and assessment of current practices;

-   enhance knowledge on innovation in local economic and employment development and the renewal of local economies by developing indicators that allow for comparisons;

-   build capacity in the design, implementation and evaluation of local economic and employment development strategies in OECD and non-OECD Members.

Directing Committee

4.   The Directing Committee shall oversee the Programme, in particular in:

-   developing and approving its draft programme of work and budget;

-   monitoring the quality and timeliness of output results, activities and projects;

-   considering all questions related to the carrying out of the programme of work and budget.

5.   Each year, the Directing Committee shall submit an activity report and a financial statement to the Council.

Participation

6.   Participation in the Programme is open to all OECD Members, which may join in the Programme by addressing a notification to the Secretary-General to this effect.

7.   Participation of non-Members and international organisations in the Programme will be considered by the Directing Committee and may be recommended by the Directing Committee to the Council.

8.   Each Participant shall appoint at least one representative to the Directing Committee. Representatives to the Directing Committee of the Programme should be chosen by virtue of their responsibilities in matters relating to local economic and employment development.

Budget

9.   The expenditure of the Programme shall be charged against the appropriations authorised for it under Part II of the Budget of the Organisation.

10.   Participation in the Programme entails the payment of assessed contributions in the form of an annual fixed fee which is assessed each biennium by the Programme and, unless the Directing Committee decides otherwise, adjusted to French inflation.

Co-ordination arrangements

11.   In order to further the mission of the Programme the Directing Committee shall keep itself informed of the activities of other international organisations and national institutions concerned with local economic and employment development with a view to strengthening international co-operation.

12.   The Directing Committee shall co-operate with relevant committees and participate in horizontal activities, with the aim of effectively combining its own competencies with those of these other committees.

Duration

B.   This Resolution shall remain in force until 31 December 2020.
