THE COUNCIL

HAVING REGARD to the Convention on the Organisation for Economic Co‑operation and Development (OECD) of 14 December 1960;

HAVING REGARD to the Rules of Procedure of the Organisation;

HAVING REGARD to the Resolution of the Council on Partnerships in OECD Bodies [C(2012)100/REV2/FINAL];

HAVING REGARD to the Resolution of the Council on the Creation and Mandate of a Committee for Scientific and Technological Policy [C(72)6/FINAL], whose mandate was last revised and renewed in 2019 [C(2019)134 and C/M(2019)15, Item 205];

HAVING REGARD to the recommendations of the In-Depth Evaluation of the Committee for Scientific and Technological Policy [C(2023)107 and C/M(2023)15, Item 252];

HAVING REGARD to the 2024 Declaration on Transformative Science, Technology and Innovation Policies for a Sustainable and Inclusive Future [OECD/LEGAL/0501];

CONSIDERING that science, technology and innovation (STI) policies play a crucial role in tackling global crises and addressing the Sustainable Development Goals (SDG), and are increasingly integrated with one another and with other aspects of government policy to deliver on economic and social welfare and growth;

RECOGNISING that international co-operation in STI needs to be further encouraged in order to meet major economic, social and global challenges;

HAVING REGARD to the proposed revision of the mandate of the Committee for Scientific and Technological Policy [C(2024)187];

DECIDES:

A. The Committee for Scientific and Technological Policy (hereinafter the “CSTP”) is renewed with the following revised mandate:

I. Objectives

1. The overarching objective of the CSTP is to strengthen co-operation among Members and partners in support of inclusive and anticipatory STI policies that help address global challenges, whilst fostering economic competitiveness, security and resilience

2. This includes:

a.Supporting policy makers by providing guidance on the design, implementation, monitoring and assessment of STI policy agendas that enable transformative socio-economic change.

b.Promoting a systematic, whole-of-government and whole-of-society approach that recognises the interconnected nature of STI and helps ensure STI policies contribute to achieving the SDGs, including for climate, biodiversity loss, and the sustainable use of the Ocean.

c.Fostering responsible, human-centric and rights-based governance of science and technology that seeks to anticipate the societal, environmental, and economic impacts of emerging and converging technologies.

d.Advancing diversity, equity, inclusion and accessibility to enable society-at-large to fully participate and succeed in science, technology and innovation.

e.Promoting international co-operation, based on shared values and principles, notably academic and scientific freedom, scientific excellence, openness, transparency, reciprocity, accountability, research ethics, scientific integrity and security.

f.Supporting the implementation of open science principles, policies and practices and strengthen the evidence base for STI policy making and advice and reinforce STI strategic intelligence capabilities in Member and non-Member countries.

II. Working methods

3. To achieve these objectives, the CSTP shall:

a.Identify opportunities for and facilitate international co‑operation in STI to advance knowledge and address global challenges; as well as enhance policy co-ordination among Members and partners;

b.Act as a platform for Members and partners to share knowledge, experience, and data to identify and improve STI policy solutions to economic, environmental, and social challenges;

c.Further develop and support the implementation of OECD standards and tools in the area of STI, in particular with a view to strengthen responsible governance of science and technology and statistical capabilities in STI;

d.Promote policy experimentation, evaluation mechanisms, strategic intelligence and foresight systems to improve the effectiveness, efficiency, and impacts of STI policies for societal transformations, growth and competitiveness;

e.Strengthen the evidence base for, and conduct comparative analysis of, STI systems, as well as policies and their impacts, including on the performance and sustainability of ocean and space economic activities; and, more generally, analyse the impacts of STI on sustainable transformations, economic growth and societal well-being.


III. Co-ordination arrangements

4. To achieve its objectives, the CSTP shall:

a.maintain close collaboration with other relevant OECD bodies working on issues that affect the design and implementation of STI policies, in particular horizontal activities that relate to the strategic priorities of the CSTP, including in the context of the OECD Global Forum on Technology ;

b.strengthen its co-operation with international organisations (including at regional level) and other international fora, including the G7 and G20, active in this policy field;

c.Engage with relevant stakeholders, in particular Business at OECD (BIAC), the Trade Union Advisory Committee (TUAC) and relevant non-governmental organisations.

5. The mandate of the CSTP shall remain in force until 31 December 2029.
