Mandate of the Working Party on Digital Economics, Measurement, and Analysis
I.Objectives
The Working Party on Digital Economics, Measurement, and Analysis (WPDEMA) shall assist the Digital Policy Committee (DPC) by leading the measurement of digital transformation and its impacts on the economy and society.
II.Working Methods
To achieve these objectives, the WPDEMA will:
1)Act as a forum to exchange information and experience on new concepts and best practices in collecting, compiling, and analysing digital transformation statistics.
2)Lead the development of statistical methodologies and cross-country indicators to improve the evidence base for policymaking.
3)Develop and maintain statistical standards for measuring key aspects of digital transformation and compiling related databases, including the OECD definition of e-commerce and the OECD ICT Access and Use Databases for individuals, households, and firms.
4)Provide guidance on the further development of the OECD Going Digital Toolkit. v. Lead the design, development, and implementation of the OECD-wide Going Digital Measurement Roadmap.
5)Undertake research and analysis of the effects of digital transformation policies, digital technologies, and online platforms on economic performance and societal outcomes, including but not limited to overall well-being and the spread of false and misleading content online.
III. Co-ordination arrangements
To efficiently implement its objectives, the WPDEMA shall:
i. Engage with the other subsidiary bodies of DPC to support them with measurement and analysis of aspects of digital transformation in their specific areas of competence.
ii. Co-operate with the Committee on Statistics and Statistical Policy (CSSP), which is responsible for the OECD’s statistical policy, both within the Organisation and vis-à-vis the rest of the world as well as other OECD statistical subsidiary bodies.
iii. Co-operate with relevant international organisations and non-governmental stakeholders that work on designing methodologies and compiling statistics related to digital transformation.
IV. Composition
The WPDEMA is composed of representatives from national statistical bodies with experience in measuring and analysing aspects of digital transformation as well as those responsible for identifying measurement priorities from a policy perspective. The mandate of the WPDEMA shall remain in force until 31 December 2028.
