DRAFT RESOLUTION OF THE COUNCIL RENEWING AND REVISING THE MANDATE OF THE EDUCATION POLICY COMMITTEE

“THE COUNCIL,

Having regard to the Convention on the Organisation for Economic Co-operation and Development of 14 December 1960; 

Having regard to the Rules of Procedure of the Organisation;

Having regard to the Revised Resolution of the Council on Partnerships in OECD Bodies [C(2012)100/REV1/FINAL];

Having regard to the Resolution of the Council of 22 July 1970 establishing an Education Committee [C(70)134], as renewed and renamed by Council on 14 December 2006, Education Policy Committee [C(2006)173 and C/M(2006)20, Item 265], last renewed in 2018 [C(2018)160 and C/M(2018)24, Item 254]];

Having regard to the recommendations of the In-depth Evaluation of the Education Policy Committee [C(2018)75 and C(2018)75/CORR1];

   

DECIDES:

A.   The Education Policy Committee is renewed with the following revised mandate:

1.The work of the Education Policy Committee (EDPC) reflects and complements the priorities of the OECD as a whole, in providing employment opportunities for all, improving human capital and social cohesion. The Committee contributes to supporting OECD Members and Partners in their efforts to achieve high quality lifelong learning for all, which contributes to personal development, sustainable economic growth and social cohesion. It is carried out with due regard to the respective mandates of the Centre for Educational Research and Innovation Governing Board (CERI GB), the Programme for Teaching and Learning International Survey Governing Board (TALIS GB), the Programme on International Student Assessment (PISA) Governing Board (PGB) and the Programme for the International Assessment of Adults Competencies (PIAAC) Board of Participating Countries.

2.In helping Members and Partners build efficient and effective educational and skills systems and improve learning outcomes, the EDPC provides comparative data and analysis on education policy and implementation. In its focus on education, skills, economy and society, the EDPC covers policy issues ranging from early childhood education and care, schools and higher education to skill formation in youth and adults.

3.The EDPC is responsible for:

• Assisting governments to develop effective, efficient and evidence-based policies for education and learning to meet individual, social, cultural and economic objectives through the development of specific policy recommendations, policy reviews, analyses and data collection.

• Overseeing the strategic direction, coherence, quality and communication of OECD work on education and skills carried out by its bodies.

• Exchanging information and promoting international co-operation among OECD Members and, where relevant, with non-Members on the objectives identified above.

• Disseminating its policy advice, data and policy analysis to a wide range of stakeholders in OECD Members and non-Members.

Participation

4.Governments should, whenever possible, appoint to the EDPC senior officials with direct responsibility for advising their governments on general education and skills policy and the allocation of educational resources.

5.The Chairs or a Vice-Chair of the CERI, PISA, and TALIS Governing Boards and of the PIAAC Board of Participating Countries may attend meetings of the EDPC ex officio.

Relationship with other bodies

6.The EDPC shall maintain close working relationships with other relevant bodies of the Organisation working on issues that affect the development and implementation of education and skills policy and have implications for other policy areas.

7.The EDPC shall enhance its relations with other international and regional organisations active in this policy field to maximise synergies. The Council of Europe and the United Nations Educational, Scientific and Cultural Organization (UNESCO) attend meetings of the Committee as observers.

8.The EDPC may consult with non-governmental bodies, as and when necessary.

Co-ordination of the OECD's Work on Education

9.The EDPC will continue to implement and update its medium-term strategy for work in the field of education, foster coherence in the overall programme of work of the other OECD Education bodies and evaluate this work at the strategic level.

 

Duration

B.   The mandate of the Education Policy Committee shall remain in force until 31 December 2028.”
