Mandate: Adopted by the Committee on Financial Markets by written procedure [COM/DAF/CMF/AS(2024)3/REV2]
I. Objectives
1. The overarching objective of the Working Party on Financial Consumer Protection, Education and Inclusion (WPFCPEI) is to assist the Committee on Financial Markets (CMF) by promoting efficient, open, stable and sound financial systems at a citizen level by supporting the protection, inclusion, empowerment and education of individuals as they deal with financial products, and services and providers in the interests of supporting financial well-being.
II. Working methods
2. To achieve these objectives, the WPFCPEI shall:
• Serve as a forum for policy dialogue for policymakers and public authorities with a view to increasing collaboration, expertise and knowledge-sharing;
• Study developments in relevant policies, initiatives, systems and techniques, including evidence between jurisdictions;
• Collect, analyse and disseminate data across countries and populations;
• Undertake research and produce policy analysis with the aim of elaborating policy options and good practices;
• Support the development, implementation and dissemination of OECD standards, along with methodologies to assess implementation and measure their impact;
• Promote its work including through the OECD International Network for Financial Education (INFE).
III. Co-ordination arrangements
3. To achieve these objectives, the WPFCPEI shall:
• Maintain close working relationships with other relevant OECD bodies, in particular the Consumer Policy Committee and the Education Policy Committee;
• Co-operate with other international organisations and fora active in the fields of financial consumer protection, financial literacy, education and inclusion with a view to co-ordinate work and avoid duplication with them and to contribute to their work as relevant, in particular with the G20 (especially via the Global Partnership for Financial Inclusion), Asia-Pacific Economic Cooperation and the Association of Southeast Asian Nations;
• Consider the views and input of major stakeholders in the field, including, as relevant, industry, consumers and non-governmental organisations.
