Mandate of the Working Party on Artificial Intelligence Governance

I. Objectives

The Working Party on Artificial Intelligence Governance (hereafter the “WP AIGO”) shall assist the Digital Policy Committee (hereafter the “DPC”) in facilitating and supporting its work on artificial intelligence (AI) policy. It will oversee and give direction to the activities of the programme on AI policy and governance. This includes analysis of the design, implementation, monitoring and evaluation of national AI policies and action plans; AI impact assessment; approaches for trustworthy and accountable AI; supervising measurement and data efforts as part of the OECD.AI Observatory’s pillar on trends & data; and conducting foresight work on AI and on related emerging technologies.

II. Working methods

To achieve these objectives, the WP AIGO shall:

• support the implementation of OECD standards relating to AI;

• serve as a forum for exchanging experience and documenting approaches for advancing trustworthy AI that benefits people and planet;

• develop tools, methods and guidance to advance the responsible stewardship of trustworthy AI, including the OECD.AI Policy Observatory and Globalpolicy.AI platforms;

• support the collaboration between governments and other stakeholders on assessing and managing AI risks.

• conduct outreach to non-OECD Member countries to support the implementation of OECD standards relating to AI.

III. Coordination arrangements

In order to efficiently implement its objectives, the WP AIGO shall:

• work in collaboration with other subsidiary bodies of the CDEP as well as other OECD bodies as relevant;

• cooperate with other international organisations and international initiatives with complementary activities on AI, including the Global Partnership on AI (GPAI) and its thematic working groups, the Council of Europe (CoE), the Inter-American Development Bank (IDB), the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the World Bank Group (WBG)

• collaborate with the Business at OECD (BIAC), the Trade Union Advisory Committee (TUAC), the Civil Society Advisory Committee (CSISAC), the Technical Advisory Committee (ITAC), and other non-governmental organisations working on AI policies.

IV. Composition

The AIGO comprises delegates nominated by governments of Members and other participants who are responsible for designing, coordinating and implementing national AI policies.

The mandate of the WP AIGO shall remain in force until 31 December 2028.
