DRAFT RESOLUTION OF THE COUNCIL RENEWING AND REVISING THE CO-OPERATIVE ACTION PROGRAMME ON LOCAL ECONOMIC AND EMPLOYMENT DEVELOPMENT, AND RENAMING IT THE CO-OPERATIVE ACTION PROGRAMME ON LOCAL EMPLOYMENT AND ECONOMIC DEVELOPMENT

THE COUNCIL,

   Having regard to the Convention on the Organisation for Economic Co-operation and Development of 14 December 1960;

   Having regard to the Rules of Procedure of the Organisation;

   Having regard to the Financial Regulations of the Organisation;

   Having regard to the Decision of the Council of 22 July 1982 concerning a Cooperative Action Programme on Local Initiatives for Employment Creation [C(82)99/FINAL and C/M(82)18/FINAL, Item 169 (a) to (e)], renamed “Co-operative Action Programme on Local Economic and Employment Development” in 1993 [C(93)84 and C/M(93)15/PROV, Item 198], which was last renewed and revised in 2015 [C(2015)31 and C/M(2015)7/REV1, Item 45];

 

   Having regard to the Revised Resolution of the Council on Partnerships in OECD Bodies [C(2012)100/FINAL/REV1]; HAVING REGARD to the proposed renewal and revision of the Co-operative Action Programme on Local Economic and Employment Development and the proposal to rename it “the Co-operative Action Programme on Local Employment and Economic Development” [C(2020)117];

 

DECIDES:

A.   The Co-operative Action Programme on Local Economic and Employment Development is renewed, revised and renamed “the Co-operative Action Programme on Local Employment and Economic Development” (hereinafter “the Programme”) as follows:

Mission

1.   The mission of the Programme is to contribute to the creation of more and better quality jobs through more effective policy implementation, innovative practices, stronger capacities and integrated strategies for local employment and economic development.

2.   The Programme seeks to support economic prosperity and social cohesion by increasing the ability of all local communities to generate sufficient, productive and sustainable employment, with possibilities for progression and accessibility for all, and regardless of gender. This requires a constant effort to seize opportunities offered by the global economy and mitigate its risks by capitalising on local economic, social and cultural assets. Given technological change, demographic trends, environmental imperatives and other global or local shocks, the Programme strives to help communities with transitions affecting local labour markets, including the supply of and demand for skills. The Programme promotes an integrated approach to local employment and economic development, that brings together government at all levels, business (including SMEs and 6 | C(2020)117 For Official Use entrepreneurs), the social economy, local practitioners and civil society. To strengthen this process, the Programme helps provide evidence-based guidance, stemming from an international comparison of data, policies, practices and social innovations across local areas in a wide range of policy and institutional contexts.

 

3.   Accordingly, the main objectives of the Programme are to:

-   improve the effectiveness of public policy, implemented by or for the local level, through the collection and analysis of comparative data and the assessment of good practices

-   promote innovations in local employment and economic development;

-   build capacity to design, implement and evaluate local employment and economic development strategies among national and subnational policy makers and local practitioners in OECD and non-OECD Members.

Directing Committee

4.   The Directing Committee shall oversee the Programme, in particular in:

-   developing and approving its draft programme of work and budget;

-   monitoring the quality and timeliness of output results, activities and projects;

-   considering all questions related to the carrying out of the programme of work and budget.

Membership

5.   Membership in the Programme is open to:

-    all OECD Members, which may join the Programme by addressing a notification to the Secretary-General to this effect;

-    interested non-Members which have been granted Associate status in the Directing Committee.

6.   Each LEED member shall appoint at least one representative to the Directing Committee. Representatives to the Directing Committee should be chosen by virtue of their responsibilities in matters relating to local employment and economic development.

 

Budget

7.   The expenditure of the Programme shall be charged against the appropriations authorised for it under Part II of the Budget of the Organisation.

8.   Participation in the Programme entails the payment of assessed contributions in the form of an annual fixed fee which is assessed each biennium by the Programme and, unless the Directing Committee decides otherwise, adjusted to French inflation.

9.   The annual contribution of a new member shall be added to the budget of the Programme. If a new member joins during a financial period, its contribution calculated on a prorata temporis basis shall become a supplementary budget.

10.   A LEED member would fall into arrears on 1 January of the year following the year of the call for payment of the assessed contribution if the contribution remains unpaid at that date. If a participating country’s contribution remained unpaid, a proposal would be considered to suspend the participating country from participation, unless it paid the outstanding contribution. Settlement of the outstanding debt by the participating country in arrears will reverse the suspension. If, in the third year following the year of call for C(2020)117  7 For Official Use payment, a participating country’s contribution remained unpaid, a proposal would be considered to exclude it from the LEED Programme, unless it paid the outstanding contribution. The decision of exclusion shall be adopted by the Council. This decision shall be notified to the LEED member.

11.   Appropriations of no more than EUR 10 000 for which no commitment has been entered into before the end of the Financial Year for which they were appropriated, as well as any surplus income, shall be automatically carried forward to the Budget of the LEED Programme for the ensuing year by decision of the Secretary-General, notwithstanding the provisions of Regulation 10 of the Financial Regulations of the Organisation.

Co-ordination arrangements

 

12.   In order to further the mission of the Programme, the Directing Committee shall:

-   keep itself informed of the activities of other international organisations and national institutions concerned with local employment and economic development with a view to strengthening international co-operation;

-   co-operate with relevant OECD bodies (such as the Regional Development Policy Committee, the Employment, Labour and Social Affairs Committee, and the Education Policy Committee), and participate in horizontal activities, with the aim of effectively combining its own competencies with those of these other OECD bodies.

Duration

B.   This Resolution shall remain in force until 31 December 2025.”
